dc.description.abstractThe study covered the background to the study, statement to the problem, the objectives to the study, research questions and the scope of the study, and definition of operational terms. This study was guided with four objectives and these include finding out the different types of records existing at Mbale District Local Government Central Registry, to identify different classification and filing system at Mbale district local government’ finding out the types of classification and filing systems used at Mbale district local government, to identify the challenges faced by filing and classification at Mbale district local government, and to propose possible solutions to improve records classification and filing systems. The methodology part of the study covered the research design where the researcher used descriptive survey research design because it provided a framework for interpreting the variables of the study. It further comprised the population where out of the 9 (nine) of the study population, only 5 was used as the sample size basing on a random sampling technique which was used to select the respondents in the organization where the study was conducted because of the proximately of the researcher’s views of time and funds constraints. The study concentrated on only primary source of data, data collections tools such as interview guide, focus group and observation guide were used, flowing from qualitative and little of quantitative nature of the research strategy. The results indicated that; the departments have never appraised or disposed its records ever since its establishment, records had already filed up the strong room which is no longer accessible and some of the records are staffed in boxes and some piled on the floors. It was recommended that the department adopts a records classification and filing policy, train its staff on simple records management standards, adopts a preservation plan, revive the records office and to appraise and dispose records systematically. The research concluded that the district records management service department has worked seriously on records classification and filing problems though safety and security of records is a challenge to personnel in-charge of records. Also at the district records management services department it was revealed that there were numerous instances where important documents and notes were not kept in secure conditions.en_US
