    Abstract
The major purpose of the study was to assess the causes of high poverty levels in Nakapiripirit district using a case study of Nabilatuk sub-county. The specific objectives of the study were: To assess the types of poverty and their nature in among the people in Nabilatuk sub-county Nakapiripirit district, to examine the causes and effects of persistent poverty among the people in Nabilatuk sub-county Nakapiripirit district and to suggest possible solutions to persistent poverty among the people in Nabilatuk sub-county Nakapiripirit district. The study employed both qualitative and quantitative methods to analyze the data. Data was analyzed using descriptive statistics. Qualitative approach aimed at obtaining data expressed in non-numerical terms. Quantitative data analysis helped to analyze and categorize detain terms of frequencies and percentages. Simple descriptive tabulations were used for quantitative analysis. Semi structured interviews were used since they were flexible and questions were structured as well as open letting the respondents to answer the questions in any way they choose according to their knowledge. So the research observed and concluded that the poverty in Uganda has been regarded as a common phenomenon. This could be partly attributed to inaccessibility to financial services, insecurity, unemployment, and low income, which called for an assessment of the Operation Health Creation on poverty reduction and poor education system which trains job seekers rather than job creators in Nabilatuk sub-county, Nakapiripirit district and Uganda in general. The study recommends that it should be the role of local leaders to monitor community poverty reduction projects and give a hand where necessary to support community participation. This will encourage communities to do the same and will enhance relationship and communication among people in the same locality and in addition to that support organizations should sign an agreement with the communities in matters related to funds management because this helps the communities to be accountable and work in transparency.
