Developing and implementing a security system for tracking land titles at Ministry of Lands, Housing and Urban Development

Abstract

the basis of this project was to create a land tracking system for ministry of lands housing and urban development. this verification system works in a way that a unique title number is given to each created land title after which it is embedded in a quick recovery (QR) code and the code printed on the land title document.

the objectives of the study were to study and analyze the current security system for tracking land titles at ministry of lands, housing and urban development., to determine the information needs for designing a security system for tracking land titles at ministry of lands, housing and urban development, to design a security system for tracking land titles at ministry of lands, housing and urban development, to test and validate the developed security system for tracking land titles at ministry of lands, housing and urban development. The study was carried out using the qualitative research approach facilitated by case study research design. The methods used to collect data were interviews and observation. The study was carried out through purposive sampling which constituted of 26 staff from the ministry and respondents were mainly from the information dissemination department which is the head of information management at the center. data was analyzed using qualitative techniques and the findings show that currently records at ministry of land housing and urban development are preserved both in manual and electronic way however the organization lacked an effective records preservation system since the electronic ones available were hosted locally in the same location.

the study concluded that in order to retrieve information and promote timely decision making a central system should be managed to integrate all records generated in all departments to avoid wastage of time to staff and that the staff should be trained in information communication technology capacity building and converting of all manual records to electronic processes and finally the conclusion gave the benefits of the system once implemented at the center. a system was developed in order to observe the actual land records and provide a timely ordered sequence of locating data for further processing.
