The Impact of library user fees on the development of Entebbe Public Library
Abstract
This study looked at the impact of library user fees on the development of Entebbe Public Library. The objectives of the study were to assess how library user fees promote development at Entebbe Public Library, examine the challenges associated with library user fees at Entebbe Public Library and to suggest possible solutions to the challenges associated with library user fees at Entebbe Public Library. Different methods were to get reliable data from the field. These included the interview, the questionnaire, document analysis/documentation and observation. Purposive and random sampling was used to get the study population in Entebbe Public Library.
The study findings based on how library user fees promote development at Entebbe Public Library included the buy more books for the library, they look for clients who borrow and fail to return books, buying library equipment's, used to facilitate library meetings, transporting the staff to represent their library at the national, library meetings and buying stationary and paying the private supporting staff. The findings about the challenges associated with library user fees at Entebbe Public Library included the misconception of free services in public libraries by users, users pay and take long without using the library and they complain of value for money, limited space especially during holidays as those who pay don't get where to seat, don't allow users to borrow books without user fees thus discouraging users and some counselors from the town councils want their people to use the library without paying. Finally the possible solutions to the challenges associated with library user fees at Entebbe Public Library included the change of the pricing policy, soliciting gifts and bequests by the library, fundraising and government intervention.
The study recommends that the respondents recommended that Entebbe Public Library should make arrangements to expand library space so as to solve the problem of limited space and ensure that information resources are stored in one place because storing them in the reading room might lead to loss. Finally the key informants recommended that the government should allocate more funds to Public libraries to purchase more storage facilities such as shelves and cabinets among others to reduce on the number of the information resources which are piled in boxes.
