    Abstract
    This research was conducted to investigate into the enforcement of physical development plans in rapidly urbanising areas with a case study of Mutukula Border Town. It was highly motivated by the fact that guiding development through plans without a clear enforcement framework is a wastage of time as highly evidenced in most of the urban areas of developing countries with good and sound master plans which have remained on paper without implementation because of absence of clear enforcement mechanisms. This research therefore was aimed at firstly exploring the existing plans, there enforcement procedure; with recognition of gaps in and barriers to effective enforcement of such plans and then forging out how effectively they can be enforced within the context of rapidly urbanising areas. The study focused on five chapter as summarized below: - Chapter one which focused on the introduction and the background of the study; the problem statement, set objectives for the study followed by research questions for the study. Furthermore, it brings out the significance and justification of the study carried out, conceptual framework, and defines the scope of the study. Chapter two gives baseline of data on how enforcement is ought to be undertaken, further provides idea of existing studies already done in this subject area of development control and it also reveals lessons from other scholars that could be adopted for the study area and also helps to identify the gap in knowledge. Chapter three this chapter shows the methodology undertaken in the study area. It explains the research design, sample size and sampling procedure, defines issues relating to data collection techniques and analysis. It also gives details of the study area outlining the study population, location and other descriptions of the study area. Chapter four highlights the prevailing state of enforcement of physical development plans in Mutukula Border Town. with findings obtained from the various field visits, interviews on issues regarding existing physical development plans, how the enforcement activity is undertaken and the activities involved in and the recognition of gaps and hinderances to effective enforcement of plans. Chapter five this comprises a summary of findings, recommendations to the central government, urban authority and the communities on how effective enforcement can be ascertained plus the general conclusion of the study.
