    Abstract
    This final year project report introduces a problem identified with regards to enumerators while carrying out the population census process. During Census, Enumerators move with paper-based questionnaires after which the data is collected and entered into the servers which is insecure. The purpose of the study was to find a solution idea that is to replace the use of paper-based questionnaires by the enumerators while carrying out census. The significance of this study is to come up with a system that is to help both enumerators and UBOS to securely collect and store data and solve problems associated with acquisition, storage and retrieval of information on population respectively. The report hints a number of major steps in research such as the literature review, which is relative to the introduction, the research methods and tools used and applied in the course of the study. In addition, it also includes the design methods used that is kobo tool box, the data collection methods which include interviews, documents and records, and data sources and analysis applied in the planning phase up to the implementation phase of the Mobile Census management Application System which was the main objective of the study
