Abstract
The history of town planning in the most rapidly urbanizing parts of the world is still a relatively neglected topic, yet what can make some history worth reading is understanding of all the multifarious ways in which the general stimulus is related to the particular response. The process of learning and understanding the background and growth of a city can offer on sight into origin, growth, theories, personalities, crises, organizational culture, current trends and future possibilities.
In the light of the above, Kampala and Bukesa ward in particular were at time planned subject to the physical development plans at the time. Due to political instability in 1970s and 1980s developments could no longer conform to the physical development plans in place which gave birth to the planning challenges like slum development, land degradation, pollution among others which continued to affect residents of Bukesa, due to failure to fully realize the implementation of the plans that had been developed.
