It is the role of the government to guarantee a safe and livable environment and this according
to the law is vested in the hands of local authorities like Kampala Capital City Authority.
Developing/low middle-income countries still face issues with implementation of laws and
regulations not withstanding building parking standards. The government of Uganda developed
a number of regulations that control the development of buildings that are; the Building Control
Act of 2013, the national physical planning standards and guidelines drafted by Ministry of
Lands, Housing and Urban Development, the building regulations of 2020 and other
regulations.
