    Abstract
    Unemployment and underemployment as acute social and economic problems, are an old phenomenon in Uganda. The Youth Livelihood Programme was formed to create a means for the youth to navigate the same. Whether or not this Programme was effective is what this paper answers using both municipal and international law as its premise.
