Abstract
Accurate population data is critical for effective planning, policy formulation, and equitable
resource allocation in Uganda. However, traditional census methods are often time-consuming,
costly, and prone to human error. This study proposed the development of an Online SelfEnumeration System aimed at modernizing the census process by enabling citizens to
independently and securely submit their personal data online. The system was designed to improve
data accuracy, reduce operational costs, and enhance participation through a user-friendly interface
accessible via both web and mobile platforms.
Purposive sampling was used to collect data from 269 respondents across urban and rural regions
of Uganda. Data collection methods included surveys and structured questionnaires to capture
insights on user experiences, challenges, and system effectiveness. The Agile System Development
Life Cycle (SDLC) guided the development process, ensuring continuous user feedback and
iterative refinement of the platform.
The literature review highlighted the global shift toward digital enumeration and emphasized the
potential of online systems to enhance census reliability and coverage. It also noted challenges
such as digital literacy gaps and internet connectivity limitations in rural areas. The findings of this
study underscored the importance of integrating features like biometric authentication, real-time
data validation, and multilingual support to increase usability and trust.
The Online Self-Enumeration System provides a secure and scalable solution for nationwide
census activities. It empowers individuals to participate conveniently while ensuring data accuracy
through automated validation and verification with national databases. The successful
implementation of this system can revolutionize census operations in Uganda, contributing to more
efficient governance and informed decision-making at all levels.
