Records Management System At Mukono District Local Government Registry
Abstract
The purpose of the study was to assess the records management system at Mukono district local government registry. The study objectives were; To find out the status of records management system at Mukono district local government in registry, To find out the challenges of records management system at Mukono district local government in registry, To establish the possible ways of improving records management system at Mukono district local government in registry and to design a records management system at Mukono district local government in registry
The research was done by employing a case study design on a population of 15 respondents. These samples of employees were selected using a simple random sampling method. Data collection methods were questionnaires and interview.
Findings showed good records management systems promote clear and accountable financial management in the local government. It was also revealed that an effective records management system is essential for administrative, historic and archival values of certain records at the local government. It was discovered that records management systems are sometimes poorly integrated within some entities of local government, failure to assign accountability and responsibility for managing records is a threat to electronic records. Failure to manage records from the moment of creation in accordance with appropriate policies and procedures poses a barrier to records management system. It was also revealed that, there are ways of overcoming challenges facing records management system. The study revealed that the care of records should be managed through a coherent and consistent continuum of actions including development, creation and preservation of records to their use as archive.
Finally it was recommended that the government records should be kept together according to the agency responsible for their creation, in the original order established at the time of their creation to achieve the purpose for which the system is created. The organizations should support innovation to dramatically increase productivity in most at the local government through records management system. It is recommended that relevant skills and technology be availed to workers to enhance self-belief and abilities to work in order to realize the goals and objectives of introducing a records management system.
