    Guidelines for utilization of electronic information resources at Lira Public Library

    Abstract
    The study was carried out to develop guidelines for the utilization of electronic information resources by staffs at Lira Public Library (LPL). The problem addressed by the study was under utilization of electronic information resources in the library. The aim of the study was to develop guidelines for the utilization of electronic information resources in Lira Public Library and the specific objectives addressed by the study were to establish the types of electronic information resources provided by the LPL, to examine how electronic information resources are utilized in LPL, to examine the challenges faced by staff in utilizing electronic information resources in LPL, to develop guidelines for improving utilization of electronic information resources in LPLs The study was qualitative employing both interview and observation method. The available electronic information resources found out by the study included; databases, CDs/DVDs, internet, digital institutional repository, online databases, electronic journals, images, electronic books, manuscripts, full online text databases, e-magazines. Furthermore, the study revealed the use of these resources to include; easy access to information, purchase of information resources, facilitate interlibrary loan (ILL), ease communication, save storage space, reduce the cost of operation, improve productivity and to facilitate research. A number of challenges brought out by the study include; computer illiteracy, poor technological infrastructures, poor networking, lack of skilled staff, inadequate funding, lack of strategic planning. Basing on the challenges identified, the study developed a guideline for utilization of electronic information resources in Lira Public Library so as improve on the utilization of available electronic resources within the Library.
