    Abstract
    Since 1998 the government of Uganda has formulated traffic rules for road users set penalties for violation of these rules and deployed traffic personnel to enforce compliance however there is continued non-compliance with these rules particularly among public transport operators (minibuses and motorcyclists) on Kampala road. It is likely the actions of these drivers and motorists are influenced by individual or social perceptions and pressures among others. The study explores the extent of compliance to traffic rules and analyses the ways the levels of compliance can be boosted at the different junctions in Kampala
