Loopholes in handling cases of child neglect: narratives of neglected children and duty bearers in Awach Sub County, Gulu District

Abstract

This study aimed at addressing the causes, and forms of child neglect practiced by different perpetrators in Awach sub-county, Gulu District, unveiling perceptions that different stakeholders hold about the contribution of the Para-Social Workers (PSWs) in addressing child neglect and identifying the challenges the service providers face while handling such cases. Descriptive research design and a purely qualitative approach were employed to generate the required information from the study participants. During this study, purposive sampling technique was opted for in selection and collection of the required data from 14 participants using in-depth interview guides targeting primary respondents as well as key informant guide for secondary respondents. In addition, literature was reviewed to ascertain the relevance of carrying this study. The findings revealed that child neglect was attributed to poverty at home, the existence of cultural beliefs, family breakdowns and alcohol consumption. The study found that while poverty greatly affects the caregivers' capacity to fulfil their children's needs, some cases of neglect also result from a deliberate refusal to provide. Para-social workers have been found to play a vital role in the community in addressing the existing cases of child neglect, such as identifying and reporting cases, sensitising the community and advocating for services for children subjected to neglect. The findings also revealed that the service providers within the child protection system face a number of challenges when handling cases of child neglect such as delayed response, insufficient resources, lack of specialized training, poor communication and coordination. In conclusion therefore, this study recommends that community sensitization programs should be implemented to educate parents and community members about the importance of timely reporting and intervention, capacity building initiatives should be introduced to equip the Para social workers, Police with the necessary skills and tools to effectively handle cases of child neglect. Based on the findings, it is also recommended that the justice system and child welfare institutions should embark on improving cooperation among agencies, reducing corruption, ensuring better coordination and record-keeping in order to address some of the identified loopholes.
