Prospects and challenges of providing community facilities in urban local governments: A case study of Malaba Town Council

Abstract

Malaba is one of the Urban local Governments which started as a small open market and a place for grinding mill serving the entire community in kwapa sub county between 1963 and 1964 .The construction of the Kampala Nairobi highway in 1967 made it prosperous and the customs and police post were established in the same year . Its influence goes far beyond its boundaries serving as an entry to Uganda and its rich hinterland of the great lakes region of Rwanda Burundi South Sudan and Eastern Congo. Malaba was declared a trading centre in 1968 under the Bukedi District Administration. During this period the town was developing organically without any planning intervention and this is attributed to lack of the physical development plan to provide a basis for orderly development. In 1986 Malaba trading centre under Kwapa Sub County was declared a planning area and developments in the area were under the control of the urban officer as one in charge of development control but based at the district head quarters in Tororo.
