Abstract
Child helplines provide a critical lifeline for children facing abuse in Kampala, yet their full potential is constrained by systemic and contextual barriers. In this study, I explored the role of the Sauti 116 child helpline in preventing and responding to child abuse in Kampala, Uganda. Specifically, I examined how the helpline contributes to timely interventions, the factors influencing its accessibility, and the barriers that hinder children from using the service. The research was guided by Ecological Systems Theory and employed a qualitative case study design. I collected data through 21 interviews: 11 with helpline staff, 6 with representatives from partner NGOs (ANPPCAN Uganda Chapter and Action for Children), and 4 with parents whose children had accessed helpline support. The data were analyzed thematically to generate patterns and insights across the different participant groups. Findings revealed that the Sauti 116 helpline contributes meaningfully to abuse reporting, referral, and psychosocial support for vulnerable children. However, its effectiveness is undermined by limited public awareness, cultural stigma surrounding abuse reporting, insufficient funding, and infrastructural challenges. The study concludes that expanding awareness campaigns, improving stakeholder coordination, and strengthening resource allocation are essential steps toward enhancing the role of child helplines in safeguarding children’s rights and well-being in Kampala.
