dc.description.abstractThe purpose of this study was to find out the records managed by Bugiri Municipal Council, to assess the security challenges to the electronic records, establish the requirements for designing an electronic records security model prior to its eventual design. The data collection methods used were the interview and observation methods. In regards to the interview method, a sample size of twenty two (22) respondents was expected but fifteen (15) respondents participated hence a response rate of 75% which is considered excellent according to Mugenda and Mugenda (2009). The study revealed that the electronic records housed at Bugiri Municipal council are not immune to a number of security threats which include cyber-attacks, liability to viruses, system bleaches, absence of integrity in the authentication system to some extent to mention but a few. The researchers therefore came up with a solution of designing an electronic records security model in order to cub the different security threats to the electronic records. Furthermore, a number of recommendations were made which included adopting the use of security software called keepass, antivirus software and as well keeping the operating system up to date. The researchers concluded that the proposed security model should be implemented in order to cater for the security policy and to ensure the confidentiality, integrity and security of the electronic records and as a way of effectively implementing the model, the staff of Bugiri Municipal Council should be trained on how to apply the developed security model in their interaction with the information system already hi place at the Municipal Council.en_US
