dc.description.abstractA good reading culture in a school enhances effective utilization of information resources available in the library among pupils and it is meant to popularize reading and make it a lifelong hobby. The main reason behind promoting a reading culture is to make reading a habit that is appreciated and loved by the learners. In Uganda, most schools rely on library lessons to promote and cultivate the reading culture and it is the same case with Yudesi Nursery and Primary School. There is so much evidence that majority of pupils at the school have poor reading habits and only read to pass examinations meaning there is entirely very little time spent in reading for leisure. The study focused on proposing a reading programme for improving the reading culture of pupils at Yudesi Nursery and primary school. The objectives were to; identify the reading needs of pupils, identify the reading skills of pupils, establish the reading strategies and techniques currently in use by the pupils, identify the challenges (if any) faced by pupils and teachers in developing reading skills and culture, and to propose a reading programme for Yudesi Nursery and Primary school that would address the challenges currently faced by pupils in relation to reading. Interview and observation methods were also employed to collect data from pupils, teachers and the school administration. This study comprised of seventy (70) respondents. These included nine (9) teachers, sixty (60) pupils of grade 4 to 7 and one (1) librarian from Yudesi Nursery and Primary school. Research findings from the school studied indicate that there was unplanned frequency of reading by pupils and the only reading that happened was limited to available reading materials and resources. Also from the findings, the teachers used two languages (mother tongue and English) in teaching reading to school beginners in the nursery section and lower primary. The teaching/learning environments were not up-to-date, and the content, instructional materials used did not depict the level of learners. However, inadequate reading materials in the library and their accessibility, inefficient reading facilities and non-involvement of parents have inhibited the progress of reading culture among the pupils. In conclusion, it is important to cultivate and promote reading culture so that learners grow up mentally to be able to fulfill their potential at every level of education from nursery and primary up to university. Therefore, reading culture would be enhanced by designing a reading program for the school that would be utilized by the pupils, teachers and the school librarian in promoting reading culture at the school. The study thus recommends adoption of the proposed formal reading programme that both the pupils and the teachers will use to improve reading culture among the pupils. This paper discusses the reading culture at Yudesi Nursery and Primary School and analyzes the efforts that are being undertaken to promote reading and there in propose a reading program for the school library.en_US
