The study aimed at designing a human resource Records management system for managing human resource Records at Luuka plastic limited. Luuka Plastics Limited just like most other institutions of the world still uses manual records management system though it has some elements of electronic records management. These manual human resource records systems is associated with a number of challenges such as misfiling, difficulty in retrieval, loss of files, and consumption of office space and hence delay in service delivery.
The study was done under the following objectives, to identify the different types of records at luuka plastics, to find out how records are managed at human resource department, to find out the challenges faced in managing the human resource records, to come up with solutions to the problems faced in managing human resource records, to design an electronic system to improve the management of human resource records at Luuka plastics limited.
The study used two data collection techniques of interview and observation. The researchers collected data about designing and developing an electronic records system for management of human resource system Uganda from 8 respondents including Records officers, the human resource officer, the assistant human resource officers, and IT staff and records users
The study established that human resource department at Luuka politics generates a number of records which range from administrative records, Academic records and financial records, employee records. The study further established the records storage equipment used in records storage of administrative records and they include shelves, cabinets and file folders. The study found out that human resource department at luuka plastics faces a number of challenges such as misfiling of records, difficulty in retrieval, poor storage equipment, inadequate finances, improper documentation, inadequate technical expertise and resistance to change. The researchers concluded by designing an electronic records system for management of human resource record. and recommending it for use. The research team stated the ways of accessing the system, and how to use the records system. Finally, the study made recommendations following the findings which included training staff, computerization of records adopting an electronic record management system and increasing the human resource registry to find out how HR records are managed at Luuka Plastics Limited, to find solutions to the problem faced at Luuka Plastics in regards to HR records at Luuka Plastics Limited and to design an electronic records management system for human resource at Luuka Plastics Limited. The researchers concluded by designing an electronic Human Resource records management system for proper record management. The researchers went ahead to stating how to use access and manage the system. Finally, the study made recommendations following the findings which included training the staff computerization of records adopting an electronic records management system and increasing the human recourse registry
