A dissertation submitted to East African School of Library and Information Science in partial fulfillment of the requirements for the award of a degree of Bachelor of Records and Archives Management of Makerere Universityen_US
The project sought to develop rules and guidelines for creating electronic records at the registry of Uganda Heart Institute Mulago. The study was guided by four objectives: to identify standardized procedures and formats for creating complete and accurate electronic records, to find out the different types of electronic records at Uganda Heart Institute, to identify the legal and regulatory requirements for electronic records creation, to identify the problems and challenges faced by Uganda Heart Institute in creation of electronic records and to design rules and guidelines for creation of electronic records that will enhance the efficient and effective creation of electronic records. To attain the aforementioned objectives, the study adopted a single design methodology using specifically qualitative research method. The study reveals that the UHI has no developed rules and guidelines in place to follow in the creation of electronic records, therefore a need to develop them for better and improved creation of electronic records that are complete, accurate and effective. The study proposed some solutions to confine the challenges experienced in the Registry of Uganda Heart Institute and the challenges include, limited space, lack of enough digital equipment, limited personnel due to limited training of employees at the organization, absence of designed rules and guidelines to follow for the creation of electronic records. Solutions include regular backup of data, conducting regular audits, legal and regulatory compliance, data security and encryption, use of electronic signatures. The study results enriched us with information that we used to develop rules and guidelines for the creation of electronic records that consist of well-established procedures that will facilitate the efficient and effective creation of electronic recordsen_US
