Good records management will promote efficient and effective services in ways such as en-suring regulatory compliance, curb graft, minimizing litigation risks, support making of in-formed decisions by providing timely and sufficient information, promoting accountability among others.
The aim of this study was to assess the relationship between record management and service delivery at the Ministry of Health Headquarters. The study sample included Nine (9) records staff, Eight (8) Human resource officers at the ministry.
The study was a case study and it was carried out to find out; the types of records kept, es-tablish relationship between records management and service delivery, find out the challenges faced by the ministry, suggest strategies for overcoming these challenges,
Interview and observation guides/schedules were the methods used in collection of data and they were the key data collection tools used but they were supplemented by observations. Some of the key findings of the study included; the Ministry has a limited number of staff, lack of adequately trained records management staff, limited office space especially the regis-tries and records center semi-current and non-current records.
The Ministry has also not implemented a disaster management program especially for its vital records, storage facilities are not adequate, there is lack of awareness on the importance of records and records management among non-records management staff, the Ministry is grad-ually adopting to the use of information communication technology in enhancing and improv-ing records management.
In conclusion, the types of records kept by the ministry promotes the use of information hence aiding service delivery.
It is out of those findings that the study proposed a number of recommendations which in-cluded; the need to implement records management policies, standards, guidelines and proce-dures. The county headquarters should also automate its records management functions and implement records management awareness programs for non-records management staff. The Ministry together with the government should come up with the records management, disas-ter management program. provide training programs for records management personnel to promote service delivery. | en_US |
