    Abstract
The project purpose was to design and develop an information storage and retrieval system for MoES. The project objectives were to: Examine the current information storage and retrieval system, Assess the challenges associated with the storage and retrieval system used in the Ministry of education and sports, Determine the requirements for designing an information storage and retrieval system for the Ministry of education and sports and Design and develop an information retrieval and storage system for the Ministry of Education and sports in order to facilitate storage and retrieval The study focused on a population of 40 respondents from which a sample size of 36 respondents was selected using a simple random sampling technique. The study adopted a qualitative research design in incorporation with the interview, questionnaire and observation methods to collect data from respondents The study found out that the dominant means of storage and access to information resources at the resource center was the use of library shelves, the means of access to information resources was through the manual procedural process that involved user-staff involvement and paper documenting, the main system requirements were the ability to support electronic information resource storage, quick access and retrieval of the stored resources, the users agreed with the design of the new ISRS to streamline information storage and retrieval at the resource center. The study concluded that shelves were the means of storage of information resources at the ministry resource center, storage access and retrieval of information resources were a challenge, ability of the new ISRS to support electronic storage, quick access and retrieval were the requirements anticipated by the respondents, the new ISRS was greatly desired for at the ministry resource center to solve challenges experienced with the current manual ISRS The study recommended that other means of information storage should be thought of to reduce over reliance on the use of shelves, a manual ISRS should be replaced with automated means of storage and retrieval to solve challenges in storage, access and retrieval, the new system should be in support of electronic storage, access and retrieval of information resources as key requirements of an ISRS, the new ISRS should be implemented and that user training and education should be done to orient users on how to interact with the system
