dc.description.abstractThe study with a title “A Virtual Library” at Uganda Human Rights Commission library, Kampala Uganda. The study was guided by the objectives that is to say; to identify information needs for Uganda Human Rights Commission (UHRC) Library. To examine how library services are provided at Uganda Human Rights Commission (UHRC) Library. To establish the challenges faced during the current provision of library services at Uganda Human Rights Commission (UHRC) Library. To design a virtual library for Uganda Human Rights Commission (UHRC) Library that shall address the current challenged faced by the Uganda Human Rights Commission (UHRC) Library. The study used collection methods this to say; questionnaire, observation and interview to get the desire data from the field. The study revealed the following; Information needs that is to say; subject needs and functional needs. Services offered include provided reference services its library users. It also provided leading services as well to its library users. This comprised the activities around the lending of library books and other material. The library provided lending services and facilities for return of loaned items. Through the observation method there was conservation and restoration of books, manuscripts, documents and ephemera is an activity by the library dedicated to the preservation and protection of items of historical and personal value made primarily from paper, parchment, and leather. The study revealed that there was inadequate budget in terms of finances, less communicating about changes in the Library, inadequate library materials, poor arrangement of library materials and little library furniture. There was a design of the propose a virtual library system. In conclusion; Uganda Human Rights Commission library had user information needs; provided references and challenges included less communicating about the recommendations included; adoption to new virtual library system, Improving library services, maintaining the library services, take action on the existing library service challenges and improvement on user needs.en_US
