A study was carried out in order to develop guidelines for setting up a National Drug Authority Library. The objectives of the study were to; establish the different types of collections at NDA, establish the information needs of NDA Library users, establish the services that can be offered, find out the requirements and propose guidelines for setting up NDA Library. The study used a case study design while adopting both quantitative and qualitative research approaches. 65 staff at National Drug Authority were selected from the five directorates at NDA to participate in the study using stratified sapling. Data was collected through questionnaires and observation methods. The study established that currently NDA receive and acquire different information resources that are provided to meet the needs of the staff. Majority of the information resources are reports arising out of different project carried out by the Authority. The study established the need for the acquisition of more information from the Internet but this is limited by the poor Internet connection. From the study findings, NDA staff need a library in order to get the information, get knowledge, for research purposes, for literature review and personal learning activities, reference on already done activities, for spending leisure, and to get current information. From the study findings it is evident that the staff members need a library to be able to effectively execute their duties. The study also established the different services that can be offered by the NDA Library. Majority showed the need for the reference services that should be provided to meet their needs. This is because most of the activities carried out by NDA staff members are research oriented which demand for reference from the library. It was established that majority of the respondents required a library room for setting up the NDA Library. It is evident that without the room, the library operations would be carried out from nowhere, there will be lack of storage space, and users will have no space to read from comfortably. The guidelines were very essential for setting up NDA Library because it will provide the authority with the framework for setting up the library that can support the user‟s needs. It was established that before setting up a library, a well trained library staff should be employed. The study concluded that setting up a library for National Drug Authority will promote information utilisation at the Authority and hence meet the information needs of staff. The study recommended NDA to set up a library room, acquisition of more information resources, recruit a qualified skilled library staff, involvement of the staff in setting up of the library, utilisation of ICTs, training of the staff, and displaying new information resources acquired.en_US
