A study was carried out on guidelines for improving of library services at Uganda Human Rights Commission Library. The objectives of the study were; to establish the current status of Library Services at Uganda Human Rights Commission; to find out how library services at Uganda Human Rights Commission are managed; to identify the challenges library services face at Uganda Human Rights Commission and to propose the best guidelines for providing library services at Uganda Human Rights Commission. A case study research design was used. Two (2) librarians and twenty (20) library users were purposively sampled. Data was collected through interviews, observations and document analysis methods. The research design such as interviewed guide and observation guide were the instruments which were used for data collection. The study established that Uganda Human Rights Commission (UHRC) Library offered a wide range of library services which included; library orientation, reference services, circulation, reading space and current awareness services. The study also established the current status of Uganda Human Rights Commission such as the location of the library, library materials arranged according to subject, small reading space for users and good reading materials but these are few in number; the library services are managed through rules and regulations to the users; the challenges mainly faced by UHRC Library to maximally provide library services were inadequate funds and limited space. The study recommended that in order the UHRC Library to improve its library services, it should introduce user education, communication skills, in-service training, proper book selection, monitoring and evaluation of UHRC Library services and programs and renovation of library building.en_US
