Assessing the extent of implementation of the Parish Development Model in Uganda: a case study of Mubende Municipality western division

Abstract
The main objective of this study was to assess the extent of implementation of the Parish Development Model in Uganda particularly Mubende Municipality. The independent variables included; government policies and guidelines, financial resources, community participation, capacity building, stakeholder collaboration and Monitoring and Evaluation which influence the extent of implementation of PDM in Mubende Municipality, Uganda. The study used primary data collected from Mubende Municipality Western Division after sampling the target population. Cross sectional study design was used for both qualitative and quantitative methods of data collection. Quantitative methods were applied through reviews of published articles to attain greater knowledge and understanding of the topic. Qualitative methods enabled the researcher to obtain the data in time and a sample was taken from the people of Mubende Municipality (West Division). The data was analyzed and managed by the use of STATA software package. The data was presented in percentages which made it easier for comparison between the dependent and independent variables.
The study employed three levels of analysis which included univariate, bivariate and multivariate analysis and findings indicated that most respondents perceive government policies as moderately to significantly influential in the success of PDM initiatives, nearly half of the respondents considered the financial resources allocated as adequate, but a significant portion viewed them as inadequate, the study revealed that while there is considerable community engagement, it is not yet optimal. Hence the recommendations that, there is a need for stronger and more consistent government policy support, improving financial resource allocation is crucial and enhancing community participation is essential
