| dc.description.abstract | Delays in building construction projects remain a persistent challenge in Kampala, often leading to increased costs, compromised quality, and reduced stakeholder satisfaction. A major contributing factor to these delays is the underperformance of subcontractors, which is frequently linked to inadequate monitoring and oversight. Subcontractor performance monitoring and oversight practices influence project timelines in Kampala’s building sector. Data were collected through a structured questionnaire distributed to 53 construction professionals, including contractors, project managers, site engineers, and consultants. (see appendix) Projects with frequent and structured monitoring, particularly those using digital tools experience significantly fewer delays than those relying on informal or infrequent oversight. Formal feedback mechanisms, such as written reports and scheduled inspections, were associated with faster resolution of performance issues. However, challenges such as communication gaps, limited resources, unstandardized performance metrics, and insufficient training persist across many sites. A combination of strategies including the adoption of digital monitoring systems, formalization of oversight protocols, enhanced subcontractor vetting, and capacity-building initiatives are recommended. These measures could collectively reduce subcontractor-related delays by up to 30%, improve project efficiency, and contribute to the development of a more accountable construction sector in Kampala. | en_US |
