A gap analysis on the implementation of cadastre 2014 in Uganda

Abstract

The International Federation of Surveyors (FIG) represents the interests of professional surveyors from many different countries. FIG is made up of many commissions among which includes the 7th commission with the theme "Cadastre and Land Management". This commission decided to make a vision for cadastre in 20th FIG congress in 1994 and in line with this decision, "Cadastre 2014 - A Vision for A Cadastral System in the Future" was published in 1998 to run for twenty years (1994-2014). This vision addressed about the future development of cadastre in different countries and consists of views for ensuring the cadastre to be globally integrative and shaping the future of surveying occupation. This research paper discusses on the vision of Cadastre 2014, its implementation status in Uganda to evaluate Uganda's "Cadastre 2014" performance. Different literature about Uganda’s cadastre and the global cadastre was read to identify gaps in Uganda’s system and come up with different research objectives and questions sought to be answered. Data related to the problems identified was collected using a mixed approach and analysed to make sense of the results. These results include; the effectiveness of implementing C2014 and its level of implementation in Uganda, challenges to Uganda’s cadastre and the possible solutions to these challenges. This paper further provides recommendations to achieve a high Cadastre 2014 performance.
