Abstract
This study examined regional disparities in household access to and utilization of Information and Communication Technology (ICT) in Uganda using data from the Uganda National Household Survey (UNHS) 2019/20. Descriptive statistics, chi-square tests, and binary logistic regression were used to analyse regional, socio-economic and demographic differences in ICT access and utilization. The findings revealed substantial regional disparities, with Kampala recording the highest levels of ICT access and internet use, while Karamoja and other underserved regions recorded the lowest. Education and urban residence were important predictors of ICT utilization, while lack of digital skills and high costs were major barriers. The study recommends expanding ICT infrastructure, improving affordability, strengthening digital skills training, and implementing region-specific interventions to reduce Uganda’s digital divide.
