dc.description.abstract This study investigates the level of public compliance with property rating policy in Buwama Town Council, Mpigi district-Uganda, focusing on the Knowledge, Attitudes and Practices of property owners. The central point is to understand factors influencing compliance to enhance revenue mobilization and service delivery within the town council. The specific objectives are to: assess the Knowledge, Attitudes and Practices of property owners on property rating in Buwama Town Council, identify gaps in Knowledge, Attitudes and Practices of property owners on property rating in Buwama Town Council and to assess the relationship between Knowledge, Attitudes and Practices of property owners and compliance levels on property rating. A qualitative research design was employed involving use of interview guides administered to property owners for data collection. Qualitative data collected was analyzed thematically to provide a context and deeper insights into the Knowledge, Attitudes and Practices of property owners, barriers and facilitators of compliance. Preliminary findings reveal a moderate level of knowledge among property owners, with significant gaps in understanding specifics of revenue allocation and utilization. Attitude towards property rating is generally poor but skepticism exists regarding the transparency of the process and the perceived quality of services provided. Practices vary widely, with significant proportion of property owners experiencing difficulties in adhering to payment schedules due to economic constraints. There is also a high level of correlation between high levels of knowledge and more positive attitudes with improved compliance. The study concludes by recommending targeted interventions to address identified gaps in Knowledge, Attitudes and Practices of property owners, enhance transparency and accountability in revenue management and to improve communication between local authorities and property owners to foster a culture of compliance and enhance local development en_US
