dc.description.abstractThe purpose of the study was to investigate the compliance with the adopted Physical Development Plan by the Local Community in Upper and Lower Bugongi, Kabale Municipality basing on the following objectives; to find out the understanding of physical planning amongst the local community; to identify the requirements for the local community to comply with the adopted plan; to identify the challenges faced by the local community during the process of compliance; to find out the possible solutions to constraints identified during the process of compliance. The research was descriptive involving quantitative methods which were administered through questionnaires. The total sample comprised 60 respondents inclusive of the local community, politicians, and Municipal Technocrats. Selective and random sampling was used whereby the researcher went to Upper and Lower Bugongi administered questionnaires to the sampled and selected respondents. Secondary data was obtained from the library materials, textbooks, internet, and journals. Data analysis was carried out using excel, SPSS, and Frequency Distribution Tables. Findings revealed that there is limited understanding of physical planning by the local community which has a direct impact on compliance with the adopted plan. This has resulted in an increase in illegal developments. Additionally, the local community has limited knowledge about compliance requirements and is faced with bureaucratic delays, high financial costs during the process of compliance. The research concluded that there is limited compliance with the adopted plan. However, the researcher recommended that the local authorities should embark on continuous sensitization programs and dissemination of physical planning literature to the locals through radio programs and community meetings. This is aimed at equipping the locals with physical planning knowledge thus impacting positively on complianceen_US
