The study found that, out of the 70 newly opened roads, 20 roads accounting for 29% complied whereas 50 roads, accounting for 71% did not comply with the National Physical Planning Standards and Guidelines (NPPS&G).
The study found out that the criteria of opening urban roads in Kitgum Municipal Council includes; expression of interests by the locals through their councilors, integrating information in the annual work plan and budget, presentation to Council, spatial mapping of the roads, engineering designs, pegging of the road and physical opening of the roads.
The study further discovered that, the lack of mapping equipment such as Global positioning systems (GPS), piecemeal planning, absence of a long term vision Municipal Development Strategy on urban roads (MDS), absence of an integrated Physical Development Plan (PDP), poor urban management and governance, high cost of land compensation, low own source revenue, lack of integrated planning as some of the factors that inhabits effective urban road opening in Kitgum Municipal Council.
The study recommends among others that the Engineering department of Kitgum Municipal Council should ensure that comprehensive Physical Development plan is prepared, implemented and the National Physical Planning Standards and Guidelines are adhered to but also when opening urban roads identify the roads in question in the Physical Development Plan through popular participation of the community, incorporate the road in question in the five years development plan and provide budget for it, sensitized communities, undertake engineering designs and Environmental Impact Assessments, Resettlements Action Plan (RAPs), open the road and hand over the road in to the communities. | en_US |
