dc.description.abstractThis study was conducted to assess the effectiveness of the CAM/CAMV model in the collection of property taxes in Kampala City by KCCA. In 2015, the CAMV model was developed to enable KCCA to monitor investment of infrastructure as well as mobilize and generate more revenue from commercial properties in the city. These revenues are a means to improve the service delivery within the city. Two city divisions namely Kampala and Nakawa were purposively selected for this research due to the fact that they were first divisions to undergo the mass valuation under CAMV. Interviews were conducted with key informants in KCCA using a semi structured questionnaire as well as surveys were done with staff at KCCA as well as property owners within the Kampala Divisions. Results indicate that CAMV greatly improved revenue collection from property owners. Furthermore, results also showed that most property owners within the divisions were aware of the new system and the KCCA staff were trained and well experienced with the system in order to give an exemplary service to the clients. Therefore, this study recommends the system should be adopted by other local governments in the country proceeding staff capacity building as well as it being adopted by the National land Information system to update the land cadasters of the country as that field is still lacking.en_US
