Assesment of the methods Advocates Coalition for development and environment (ACODE) adopted in the training of Local Government councilors under the local Government Councils scorecard initiative (LGSCI) project in Mukono District, 2021.

Abstract

This study assessed the methods advocates coalition for development and environment (ACODE) adopted in the training of local government councilors under the Local Government Councils’ Scorecard Initiative (LGCSCI) project in Mukono District, 2021. It aimed at the following objectives: to identify the methods of training used by the LGCSCI in the course of training the local government councilors in the Sub-Counties of Mukono District; to understand whether the methods were effective in order to improve the performances of the Mukono District councilors; and, to understand the challenges the participants faced in the course of the training. This study contains the review of the relevant literature with a focus on the methods of training in the field of adult education and the challenges adult learners face in course of training. The study adopted a case study research design based on purposive and convenient sampling techniques. The participants were in the Sub-Counties of Goma, Ntunda, Ntenjeru, Kasawo, Nama, Kyampisi and Nakisunga all of which are found in Mukono District, Uganda. The choice of the study methods was to ensure collecting data with consistence and participants that were representative to satisfy the study information needs. Findings of the study revealed that, the methods of training used by the LGCSCI in the course of training the local government councilors were: training using manuals, demonstrations, and case study. Also, findings revealed that some training methods were developed to strengthen the capacity of service users and service providers who were the Local Government Councilors. The focus was on how to improve accountability and responsiveness. Participants agreed that training manuals were s one of the methods used in the seven sub counties. They also agreed that the training manuals helped them not only place the acquired knowledge /practice for the respective offices. In conclusion, the study identified 5 training methods used by the councilors for training in the 7 sub counties in Mukono district, these major methods included demonstration methods, training manuals, case study and capacity building methods which was termed as interactive method.
