The growing number of users has led to spectrum shortage, and this calls for techniques that can be applied to effectively use the available spectrum. One of these techniques is device-to-device (D2D) communication, but it requires efficient resource reuse allocation of resources so as to minimize interference problems. This project focuses on developing a resource reuse algorithm that selects D2D pairs to communicate while ensuring good quality of service requirements. This was achieved by developing a system model and then developing an algorithm which selects the best pairs in the system basing on their interference levels. We evaluated the performance of the algorithm in MATLAB basing on the performance criteria, i.e. spectral efficiency, Cumulative Distribution Function (CDF), and Signal to interference plus noise ratio (SINR). We then compared the performance of our algorithm with a select algorithms. The algorithm showed a better performance with an increase in system spectral efficiency and number of assigned D2D pairs. Future research should be done on mobility management to realize the performance of the algorithm in the mobile environment. Other possible research directions include moving from a single cell with a single cellular user to multiple cells with multiple cellular users to evaluate the effectiveness of the algorithm.en_US
