dc.description.abstractThe study examined the challenges faced in the implementation of youth livelihood programme in busolwe town council in butaleja district. The study specifically focused on the extent to which youth have been trained on ylp funds management and the factors limiting youth access to ylp funds. The research employed a case study design being an ideal strategy for exploratory research simply because the research problem was unclear and the researcher wanted to scope out the nature and extent of the research problem. Data was collected through group discussions with six participants. The first beneficiary group comprised of two members and the second group comprised of four members using in-depth interviews. Secondary data was also collected from seven key informants using key informant interviews. The study revealed that government programmes were good in paper work but not effectively implemented. The study revealed that the youth have not benefited from the programme due to the challenges faced in a bid to get access to the programme funds. The government officials had failed to effectively mobilize youth to sensitize them through training on ylp concern. Government had failed to make clear follow ups on whether youth have benefited from the programme funds which left majority of the youth still wondering in poverty. Factors limiting youth access to ylp funds was attributed to unrealistic community sensitization about the programme, corruption, failure by the officials to verify whether those groups that had applied for the money really had genuine objectives of changing their livelihood, the outbreak of covid-19 and its effects. The study recommends that there’s need to increase manpower in the community-based service department as this is concerned with whichever programme that is directed towards benefiting not only the youth but citizens of the country as well so as to realize efficiency and effectiveness in offices. The study also recommends that there should be an increase in budgets set to benefit youth so as to benefit not only few but majority. Also, the study recommends that government should change channels through which funds reach youth as the existing ones are contaminated with corruptionen_US
