The Uganda police force uses the helplines of 112 and 999 to respond to emergency calls from the public. The use of these helplines however is associated with a number of challenges which has made response of the dispatchers slow and sometimes impossible to come to rescue of the victims. This study was conducted on the local community of the Kampala metropolitan area and its sub hubs, finding out the exact challenges faced by the police using the current system in place and what actually people of the public go through and the steps they take in case of an emergency. Data was collected through a valid and reliable questionnaire to the public and interviews conducted with the different police officers. The findings indicated the small usage of the 112 and 999 helplines among the public, and a number of challenges faced by the dispatchers using the current system. A web application and a system were developed to be used by the public.en_US
