dc.description.abstract | In any city, the pattern and the form of built environment is established by planning, design
standards and building regulations . building regulation provide means through which
development authorities can control the use of buildings , available land resources and
infrastructure facilities to ensure proper special organization and environmental protection in the
city. Though building regulations exist in developing countries, they are sometimes no
implemented. The government of Uganda developed a number of building regulations that
control the development of buildings which are policy for development and of the national
construction industry 2010, the public health Act, the building control Act 2013, building control
regulations by ministry of works and transport an other regulations that control professional in
the building sector. These regulations do not permit construction and occupancy of any building
that is breach of any of the regulations . The study sought the implementation of building
regulation concerning fire fighting equipment, parking space , public walk ways and issuance of
occupancy permits are not implemented especially during COVID 19 lockdown in Uganda. This
shows that some buildings in Uganda are constructed and occupied without complying to some
