dc.description.abstractAs a requirement for the award of a Bachelor’s Degree at Makerere University, the College of Engineering, Design, Art and Technology through its respective departments sends out students in their fourth year of study to carry out research regarding their topic of study. During their final year, students are expected to collect data from the respective respondents in order to have a basis for their analysis. The research study was about assessing the challenges faced during adherence to the building rules and regulations in Kampala; a case study of selected properties within the five divisions of Kampala were used. Building laws, rules and regulations were put in place to guide developments made, not just in Kampala but the country as a whole. Despite the presence of these regulations to guide and control development, in Kampala, there’s continued existence of illegal constructions which proves that there are hindrances to the proper implementation of these regulations. This affects not just the physical outlook of the buildings but also the public health and safety in the long run. This research sought to find out the major barriers faced during implementation of the building bylaws as well as solicit for possible solutions that could aid the development of Kampala in terms of buildings. Both qualitative and quantitative data were collected through interviews and questionnaires in order to establish the major barriers faced during the implementation of the building bylaws. Physical inspection of the properties was done to assess the level of compliance of the regulations and a checklist was used to ascertain this. Questionnaires and interviews methods were used to establish the various modes of enforcement of the building rules and regulations, major barriers faced by the implementers as well as solicit possible solutions to curb the barriers faced. The respondents were selected as; Property Owners, Architects, Engineers and KCCA Officials from the Directorate of Physical Planning. The findings of the study indicate major hindrances as poor land tenure systems, bureaucracy, mindset of the public, understaffing of the departments in charge of development control, inadequate funding, ignorance of the public about the existence of some building rules and regulations, affordability, corruption and political interference. Having identified the hindrances to the implementation of the building rules and regulations, the recommendations made include: increase the human resource capacity, adequate funding for development control activities as well as make plans that are inclusive of the people to which the rules apply, so they are within what they can afford. This will eventually enhance the effectiveness of the how the building rules and regulations and adhered to, thus leading to a Kampala that’s sustainable and beautiful.en_US
