Design of highway over speeding detector with number plate reporting based on image processing
Abstract
The abysmal number of road fatalities and statistics globally indicate that human error accounts for 80 – 95% of road accident. Their impact instigates an urgent need for all possible measures to enforce driver compliance to road safety regulations. One of the cause accidents is over speeding of vehicles. In Uganda, road traffic regulation has been put in place by Uganda police to curb road accidents using normal speed detection techniques such as on view stopping of offenders and use of hand held radar guns at the spotted areas to detect vehicle drivers above the speed limit. Technologies like Breathalyzers have been developed and deployed to enforce driver compliance to road safety regulations. However, Speed regulation in Uganda through usage of speed guns and Breathalyzers is greatly affected by corrupt officers who solicit for bribes and extortions. There is therefore need for a system that is not affected by any of these factors and automates the whole process of speed offenders on roads with speed limits placed on it.
