Management is important for proper tracking and servicing of vehicles at the estate and works directorate. Fleet management involves all actions that need to take place to keep fleet running efficiently, on time, and within budget. The Estates and Works Directorate at Makerere University manages a fleet of over 400 fleet. The Directorate uses a paper-based system to manage their documents, storing them in files that are stacked in shelves and cabinets within offices and stores. The Directorate generate and receives a lot of documentation such as; servicing documents, driver permits documents, insurance documents, staff records, which makes it difficult for them to track and maintain fleet operations. It is against this background that this study sought to develop a Fleet Management System for the Estates and Works Directorate at Makerere University.
The study used both qualitative and quantitative approaches. Data was collected using interviews, observation, documentation review and focus group discussion which were used for data collection from 16 respondents.
In objective one, the researchers collected both primary and secondary data, and the user requirements were determined. In objective two, the system was designed using data flow diagrams (DFDs) and enhanced entity relationship diagrams (ERDs). In objective three, the system was developed using technologies such as Bootstrap, CSS, HTML, JavaScript and MySQL among others. In objective four, the system was tested and validated. The findings of the study are of great significance to researchers, Makerere University, and other public entities dealing with fleet management.
