dc.description.abstractA Physical development plan deals with spatial aspects of social and economic development, and as such it's prepared to promote the orderly development of urban centers. Physical development plans are very key in influencing the spatial arrangement of land uses in urban areas commonly referred to as the urban structure. That is usually attained through development of physical development plans and implementing the plan on ground as design to bring out the urban structure. The study aimed at investigating the factors affecting the implementation physical development plans in central ward Hoima City east division, it was also aimed at identifying the factors that the implementation of local physical development plan and identifying the measures to improve plan implementation in Hoima city. The research study used a descriptive study design approach which was being qualitative and quantitative to gather information. Interviews enabled the researcher to find out the factors affecting plan implementation; political interference, delays in site inspection, overdependence on external funds from the central government and many more The study revealed that the planned land uses activities are due to the availability of the detailed plan of the ward and the unplanned land use activities are due to uncontrolled development by the city leading to illegal developments due to weak enforcement. People develop without conforming to the detailed plan due to Limited awareness about the importance of the detailed plan by the community. However, Continuous sensitization of the community about the physical planning and the importance of the detailed plan should be done. Hoima City council should improve enforcement on illegal developers who construct without permission and should continue monitoring to ensure implementation of the plan as per the desired objectives.en_US
