Assessment of the valuation method used in the compensation of informal businesses under compulsory land acquisition in Uganda.

Abstract

Compulsory acquisition of land for public projects often leads to displacement of people and businesses. In most cases, the affected parties are entitled to compensation for the loss of their property. However, the valuation of property and determination of compensation remains a contentious issue, especially for informal businesses. This study seeks to assess the valuation methodology used in compensating informal businesses under compulsory land acquisition using the case study of the Kampala-Jinja Express Highway in Uganda. The study will employ a mixed-method approach, combining both qualitative and quantitative research methods. Data will be collected through a survey of affected informal business owners, key informant interviews with government officials, and review of relevant literature. The study will focus on the valuation methodology used, the criteria for determining the value of the property, and the adequacy of compensation provided. The study aims to contribute to the existing literature on the valuation of informal businesses under compulsory land acquisition. The findings of the study will be useful to policymakers, business owners, and other stakeholders involved in land acquisition and compensation. The study is expected to provide recommendations for improving the valuation methodology and compensation process for informal businesses in the context of compulsory land acquisition in Uganda. The study will be limited to the Kampala-Jinja Express Highway project, but the findings can be generalized to other similar projects in the country. The study's expected outcomes will be a comprehensive understanding of the challenges and limitations of the current valuation methodology used in compensating informal businesses, identification of the factors influencing the valuation process, and an analysis of the adequacy of compensation provided. Additionally, the study will provide policy recommendations on how to improve the valuation methodology and compensation process for informal businesses in the context of compulsory land acquisition. The study is expected to contribute to the development of a more effective and equitable compensation framework for informal businesses in Uganda.
