Restructuring land-based Financing for local Government in Kira Municipality, Wakiso District.
Abstract
Local governments in Uganda require sustainable financing mechanisms to deliver essential
services and promote development. Land-based financing presents a potential solution, but the
current system in Kira Municipality may not be functioning optimally. This research investigated
the potential for restructuring land-based financing to improve revenue generation and service
delivery in Kira Municipality, Wakiso District, Uganda, as a case study. The study employed a
mixed-methods approach, utilizing both qualitative and quantitative data collection methods.
Qualitative data was collected through use of a questionnaire administered by Kobotoolbox, as
well as extensive literature review. This qualitative analysis revealed diverse stakeholder
perceptions of the current system. While some participants prioritized improved infrastructure and
service delivery, others emphasized fair and equitable distribution of benefits. The quantitative
analysis showed that age, sex, type of business, and employment status did not significantly predict
responses on familiarity with the current system or perceptions of its effectiveness. However,
significant associations were found between other survey questions, suggesting potential
underlying relationships that warrant further exploration.
The quantitative analysis used regression and correlation techniques to examine the relationships
between demographic factors and residents' attitudes towards the LBF system. Additionally, a
business process model was created to visualize the current LBF processes and identify areas for
improvement. This model was to serve as a tool to guide the design and implementation of a
restructured LBF system that would be both effective and equitable, ultimately contributing to
sustainable local government and improved quality of life in Kira Municipality. Restructuring
land-based financing holds promise for improving local government revenue generation and
service delivery in Kira Municipality. Stakeholder engagement, transparent decision-making, and
exploring alternative financing mechanisms are crucial for successful implementation. Further
research is recommended to delve deeper into residents' perspectives and assess the feasibility of
various restructuring options.
