IMPLEMENTATION CHALLENGES OF THE YOUTH LIVELHOOD PROGRAMME BY THE STAKEHOLDERS IN BUSIA DISTRICT

ABSTRACT This study conducted from Busia District Local Government Headquarters targeted staff implementing the Youth Livelihood Program, established that the staff had the necessary skills but lack the equipment’s such computers, and transport for monitoring and delivering service hence backlash in effective service provision to effectively maintain the youths programme. The study objectives were to examine the implementation challenges of the YLP in Busia District; the specific objectives were to assess the capacity of staff in the implementation of the YLP, examine the selection criteria for identifying beneficiaries in the YLP and examine the capacity of the beneficiaries to manage funds and how this affects the implementation of the programme. Primary data was collected and used in Busia District. The selection criteria used to identify the beneficiaries in Busia District, it also defined youth as of the age of 18 years to 30 years, though some youths of ages 31 years to 35 years also benefited. The selected criteria for beneficiaries were mostly the unemployed; however, the study found that there was difficulty in identifying the youths that were unemployed, uneducated/illiterate/semi skilled but this challenge made it to be open to both educated and uneducated. Furthermore it was also established that the program targets 30% of the beneficiaries to be at least females which was a great challenge since most beneficiaries were found to be mostly male. It was found that the component of the youth livelihood programme had acquired, entrepreneurs skills, invested in youth funds, improved income levels thereby making profits as capacity were exhibited. The implementation challenges found included lack of stakeholder’s involvement, the target population youth were outside the targeted age bracket of 18 to 30 years, less number of the females’ beneficiaries participating. The other challenges were distorted information about the program, some youth interest groups are not interested in meeting at least quarterly, group dynamics that is people in the same group have different interests of the projects to per take, late disbursement of funds, some youth groups don’t receive the actual money they applied for and Political influence. The study recommended that government ascertain genuineness of the groups by visiting them, release comprehensive information on any youth group to be funded. It also recommends that Youth Livelihood Fund be structured in a way that youths would be able to access funds at low amounts on individual basis instead of groups. (423.0Kb)
