This study has attempted to elaborate whether despite a host of decision support tools available to monitor and control road maintenance activities, maintenance management systems in Uganda are currently restricted in their usefulness as these systems do not draw upon the knowledge and data made available by capital improvement activities, and past and current research findings that provide better insight on modelling of pavement behaviour. This is viewed in light of the fact that Routine maintenance of highway pavements is a major expenditure area in all countries around the world. The problem of poor roads is a real challenge in the Uganda and other developing countries. In Uganda, the menace of poor roads has been further worsened by the ever increasing traffic population, and the vast differences in traffic mediums, poor construction materials, and poor workmanship among others. The current deterioration rate of national roads in Uganda is so alarmingen_US
