dc.description.abstractThe study evaluates how the development incentives have improved the orderly development of Hoima Municipality. It evaluates the development incentives currently being carried out in Hoima Municipality; it identifies the challenges of implementing the development incentives, and the suggested measures for improving the development incentives regime in the study area. A review of the development incentive literature review and questionnaires were administered to collect data from the developers, Town clerk, councilors, technical team, landowners, local council chairpersons and politicians. The methods used for data collection were interview, photography, observation, secondary data sourcing, questionnaire approach,mapping,interpreting images and field survey. It helped to analyse data in order to come up with better conclusions. The development incentives being used were successful though still had some challenges. Some developers are not compliant with the approved building plans, a few still construct illegally, limited budget, lack of resource or labour shortage, leverage risk, lack of bye-laws, unwilling of people to give out land, and land tenure system. Therefore the study recommends that Hoima Municipality should conduct mass sensitization of land owners and developers on matters regarding approval process, land taxation system to be introduced so that land owners are encouraged to use their land instead of keeping it idle and should make written council policies, rules and especially processes for a clear influence of building choices.en_US
