dc.description.abstractThe aim of this study was to assess the creation of new town councils on people’s welfare in Rukungiri district, Bikurungu town council. It targeted people who lived in the town council and ninety-six of them were taken as the sample by using simple random sampling technique. Data was collected using a questionnaire, captured in excel and analyzed using SPSS. To establish the relationship between the creation of the town council and welfare, univariate, bivariate and multivariate linear regression were used. The level of significance used was 0.05. At bivariate analysis, the marital status of the respondents, whether full medication is given when they visit a hospital and when they got their jobs were significantly related to the creation of the town council since their p-values were less than 0.05. Under the multivariate analysis, the results revealed that accessibility to education, accessibility to safe water and employment opportunities have improved since the creation of the town council and hence only three hypotheses were rejected out of five. This meant that the income levels of the people would improve hence more ability to obtain basic needs. However, to some people, especially those who were employed after the creation of the council were less likely to have their welfare improve due to too much delay by the government to pay public servants and high costs incurred on the self-employed. In conclusion, the government should always do enough study before creating a new town council in order to ensure that employees are not sharing offices with sub county officials. They should also always allocate enough funds for administration in order to ease the work done by the officials.en_US
