Assessing impact of land use regulations on housing supply in Makindye Division; Katwe parish.

Abstract

A wide array of local government regulations influences the amount, location, and shape of residential development. In this chapter, we review the literature on the causes and effects of this type of regulation Land development is one of the greatest activities given that land as a factor of production is the major holder for developments and in order to ensure that land is well developed and managed land use regulations have been put in place by different governments. In theory, excessive land restrictions limit the buildable supply, tilting construction toward lower densities and large ones. Housing supply is hindered by various factors among which is a critical one known as land use regulations which infringes before even development commences. These caps on development have impacted on the development of houses which clearly affects the supply of housing in Uganda as observed by the high population that does not match the household in many areas of the country and so this study intends to show how this has happened. Empirical literature on the impact of land use regulations on housing supply varies widely in quality of research method and strength of result and was obtained majorly as secondary data by reading various materials on the same or related to the study topic as a number of papers seem to bear out various topical related studies. When local regulators effectively withdraw land from buildable supplies whether under the rubric of ―zoning,‖ ―growth management,‖ or other regulation—the land factor and the finished product are low as compared to the demand which is the increasing population in this case. Methods were conducted so as to aid the researcher achieve the aim of the study and answer the objectives set for the study. Both qualitative and quantitative data were collected by the researcher with the help of questionnaires and research guides which data was later analysed by the researcher to clearly explain the study. Findings, conclusions and recommendations were made in regards to the data analysed by the research and they showed that land use regulations lower housing supply in Katwe parish and have led to the development of structures.
