dc.description.abstractThe field study investigated the procedure for industrial land allocation, identification of undeveloped industrial plots, reasons for and challenges arising from the slow uptake of the industrial plots in Namanve industrial park. The researcher then came up with the following specific objectives; • To examine the procedure for industrial land allocation in Kampala Industrial Business Park Namanve. • To identify and map out the undeveloped industrial plots within Kampala Industrial Business Park Namanve. • To examine the reason for and identify the challenges arising from the slow uptake of industrial plots in Kampala Industrial Business Park Namanve. • To propose recommendations for the above identified challenges facing Kampala Industrial Business Park Namanve. The researcher adopted a descriptive research design and both qualitative and quantitative data were used. The Qualitative design provided the theoretical data of the study and the sampling design selected one estate (Namanve south B) out of the four estates as well as the selection of a given sector for interviewing out of the many sectors within the park. The data collection methods used included; observation, interviews, questionnaire, mapping, photography, document review and the collected data was edited, coded, analyzed and descriptive summaries were made, relevant graphs drawn and percentages determined. The key findings of the researcher showed that acquiring investment land from the industrial park involved an investor filling an application form that is issued by the Uganda Investment Authority and it takes a period of two weeks and after which a lease offer is granted to the investor valid for 14days and lastly after the approval, the lease agreement is signed between the investor and the UIA board officials. The investigation further identified that Namanve south B has got a total of 62 allocated industrial projects with 9 operational, 18 under construction, 28 in the pre-start stage and 7 newly allocated. As observed, very many projects were still under the pre-start stage because of a number of activates (surveying, processing of Deed plans and tittles, Environment Impact Assessment certificates among others) and all these being the mandatory activities to be performed and takes a lot of time has made many investors to give up easily while still processing the legal documentation. The researcher identified the reasons for slow uptake of industrial plots as financial challenges, limited time given by UIA for implementation, presence of a wetland covering the biggest percentage of land, tight regulations, intrusion from the neighboring private land owners among others, Conclusively, in order for undeveloped plots in Namanve south B estate to be fully occupies, there’s need for provision of more facilities in line with the industrial developments, however concern and policies should be complied with if the environmental quality is an end result also.en_US
